Highlighted ULSE standards

exact equipment class proposed (AC Level 2). Procurement will require UL 2594-listed

equipment; commissioning verifies listings and personnel protection.

standard anchoring vendor circularity disclosure, annual circularity reporting, and

end-of-life/take-back planning.

Essential supporting requirements: UL 2231-1/-2 personnel protection; NEC Article 625

as adopted in Virginia (2020 NEC via the 2021 USBC, effective 2024-01-18); Virginia

USBC/SFPC; US Access Board EVSE accessibility guidance (rule at NPRM stage as of July

2026; VA USBC ADA provisions govern today); OCPP and ISO 15118 as supporting

interoperability protocols (not ULSE standards). UL 2202 (DC charging) and UL 9540/9540A +

NFPA 855 (storage) apply only if DC fast charging or battery storage enter scope -

neither is in the current plan.

Proposed standard (fellowship design concept - not an official UL/ULSE proposal):

*Municipal EV Charging Site Readiness and Emergency Access Standard* - a site-level

readiness framework with test modules for emergency access/disconnect, expandability

documentation, accessibility cross-references, monitoring/triggers, managed-charging

fail-safe, commissioning evidence, and end-of-life. Unsourced parameters are marked TBV

for ULSE/AHJ/manufacturer validation.
